The Federal Ministry of Aviation and Aerospace Development has announced its readiness to commence the implementation of the Personnel Audit and Skills Gap Analysis (PASGA) Project, an initiative of the Office of the Head of the Civil Service of the Federation (OHCSF) designed to strengthen human resource management and institutional capacity across the Federal Civil Service. The move was confirmed when the Managing Director and Chief Executive Officer of STRANSFORM Limited, Dr. Offiong Archibong, led her team on a courtesy visit to the Ministry’s Permanent Secretary, Dr. Ibrahim Abubakar Kana, on Thursday to brief management on the project’s objectives and implementation plan.
Welcoming the initiative, Dr. Kana expressed the Ministry’s full commitment to the success of the PASGA Project, noting that it aligns with the Federal Government’s vision of building an Efficient, Productive, Incorruptible, and Citizen-Centred (EPIC) workforce. He commended the OHCSF for spearheading what he described as a transformative reform that would enhance operational efficiency and service delivery within the Ministry and the aviation sector at large. Kana also assured the consulting firm of the Ministry’s cooperation throughout the exercise.
In her remarks, Dr. Archibong explained that the PASGA Project aims to establish accurate personnel records, strengthen human resource planning, and identify critical skills gaps to inform targeted training, recruitment, and deployment across Ministries, Departments, and Agencies (MDAs). She highlighted that the project will centre on three major components — People Verification, to ensure data accuracy; Skills Assessment, to evaluate existing competencies; and HR Policies and Systems Analysis, to review and optimize structures for improved performance.
According to her, the initiative will play a vital role in promoting a modern, technology-driven, and performance-oriented civil service capable of driving national development. The PASGA Project, she added, reflects the Federal Government’s ongoing commitment to institutional reform and workforce development, particularly in strategic sectors such as aviation and aerospace, where efficiency and innovation remain critical to sustainable growth.
