The Katsina State Executive Council has approved a series of policies and projects aimed at strengthening the education sector, promoting digital governance, improving urban planning, and advancing climate action across the state. The approvals were made during the 5th Regular Meeting of the Council for 2026, presided over by Governor Dikko Umaru Radda at the Government House council chambers in Katsina.
Briefing journalists after the meeting, the Commissioner for the Ministry of Basic and Secondary Education, Hon. Yusuf Suleiman Jibia, announced that the council approved the sponsorship of the top 50 students from each of the 34 Local Government Areas who excelled in the NECO or WAEC examinations. The initiative will benefit a total of 1,700 students who will be supported to pursue higher education in state-owned institutions.
According to Jibia, the beneficiaries will study courses in Nursing and Health Sciences, Engineering and ICT, Agricultural Sciences, and Education at state-owned Colleges of Education, Colleges of Health Sciences, and Polytechnics. He noted that the scholarship programme is designed to support talented and hardworking students while enabling them to contribute to the development of Katsina State.
The council also approved the procurement of 3,000 electric motorcycles to be distributed at subsidised rates to teachers posted to hard-to-reach rural communities. Jibia explained that the initiative is intended to address transportation challenges faced by teachers, improve punctuality, and enhance service delivery in rural schools across the state.
In the health sector, the Special Adviser on Health Institutions, Alhaji Umar Mammada, disclosed that the council approved the establishment of a Computer-Based Test (CBT) Centre at the Katsina State College of Nursing Sciences. He explained that the centre would provide a standardised examination environment for students who currently rely on private CBT facilities outside the institution to sit for qualifying examinations.
Meanwhile, the Special Adviser on Climate Change, Prof. Al-Amin Mohammed, revealed that the council adopted the Katsina State Climate Change Policy and Plan of Action (2025–2030) as the state’s official climate governance framework. He noted that the policy integrates climate-responsive budget codes and monitoring indicators across Ministries, Departments, and Agencies to strengthen transparency, accountability, and environmental sustainability in government planning.
